Director of the Office of Sponsored Projects and Research (OSPR)

Purpose of the Job:

The Director position for USciences OSPR was initially established in 2004. The Director of OSPR provides leadership for the university in grants and sponsored programs and is responsible for guiding the process of developing and managing grants, contracts and agreements, developing strategies to enhance sponsored research programs, and creating networks for collaborative efforts in research.

Major Responsibilities:

The Director assumes final accountability for ensuring that not only all contractual agreements meet the needs of the Principal Investigators, but also protect the interests of the University, and consistent with institutional policy. The primary duties may include, but are not limited to the following:

  • Oversee operations of OSPR.
  • Supervise pre-award, award, and post-award processes for sponsored programs.
  • Assist faculty in applying for funding to support their research and scholarly goals. Collaborates with PI to develop and submit proposals, including electronic submissions, develop budgets and assure research compliance.
  • Review grant proposals to ensure compliance with funding agency policies; advise on compliance with University policies, priorities and funding implications.
  • Review modification in awards, requests for extensions and revisions in implementation schedules and negotiate with agency representative; supervise the preparation of correspondence regarding grants and contracts.
  • Administer internal grant programs and limited competitions for faculty and student research.
  • Set goals, develop strategic plans and implement programs to increase external and contract support for faculty.
  • Interpret applicable federal and/or State laws and regulations regarding grant implementation and compliance.
  • Disseminate electronic information about funding opportunities to faculty and staff on a regular basis.
  • Compile statistical reports and other data for monthly and annual reports and other reports as requested.
  • Develop policies to promote grants and contracts that support the University's research mission.
  • Prepare and administer all sub-awards to partner institutions.
  • Liaise with the Research Compliance Administrator to assure compliance with regulations regarding human subjects, animals and biosafety.
  • Establish and maintain effective communication and cooperative working relationships with University administrators, faculty, staff, government and private agencies that provide funding.
  • Develop handbooks and guides to assist faculty and staff in the preparation of grants and contracts. Oversee OSPR and research website.
  • Provide training and workshops for all interested parties on applying to agencies for funding.
  • Maintain records and files related to grants and contracts.
  • Serve on appropriate University committees as required and perform other duties as assigned.

Knowledge, Skills and Abilities Required:

  • Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of University policies and activities.
  • Excellent interpersonal skills and experience working both independently and as an effective team member.
  • Ability to communicate effectively orally, by phone, in person, and in writing.
  • A strong background in statistics and computer systems, including software programs to manage office required
  • Understanding of federal regulations and agency guidelines for grants management and sponsored research, including NSF, US DOE, NIH, NEA and NEH; familiarity with PA State grants; working knowledge of the Federal Acquisition Register, Office of Management and Budget Circular’s A-21, A-133, A-110 and A-122, IACUC, IRB and IBC guidelines.
  • Possess a thorough knowledge and functional and technical competency of electronic research administration tools such as "Grants.gov" (federal government's proposal submission system), NSF Fastlane, ONR Payweb, and the DHHS Payment Management System
  • Able to negotiate subcontracts and awards while balancing the needs of the researchers and the University.
  • Ability to collect and analyze data, identify trends and execute operational changes.

Education and Experience:

  • At least a minimum of Bachelor’s Degree required, but Master’s degree preferred
  • 3-5 years experience working in an office of sponsored research at an institution of higher education with exposure to a research environment in a university context
  • Demonstrate experience interacting with faculty, students and staff, and program officers at State and federal agencies and serving as liaison between faculties and funding agencies
  • Extensive experience with research grants, research career programs, instructional projects, public service projects, minority and disadvantaged programs, economic development projects, partnerships and cooperative agreement projects, including educational and health professions grants.
